What do we mean by “Impacted People” or “Impacted Communities”?

Impacted people and communities include people who have lived experience of an issue, people who are indirectly impacted by an issue, communities that have a significant likelihood of experiencing an issue, and the people and communities who are impacted by efforts to address an issue.
